Google Ads has a three-tiered hierarchy: account, campaign, ad group.

Account

The account is the top level of the hierarchy. It contains all of your campaigns and ad groups. You can create multiple accounts, but each account must have a unique name and billing information.

Campaign

A campaign is a group of ad groups that share the same budget, targeting, and bidding settings. You can create multiple campaigns, but each campaign must have a unique name and goal.

Ad group

An ad group is a collection of ads that share the same keywords and landing page. You can create multiple ad groups within a campaign, but each ad group must have a unique name and set of keywords.

If you have a bigger organization or you work for an agency, you may noticed there is another level call a MCC account. Think of it like an Account but it also managed a group of Accounts and some of the settings set on MCC account will be set on all the accounts below the MCC account. I will dive deeper in another article as MCC can be a quite a rabbit hole.
